A Submission Attempt is stored as a solution in 2 cases:

1. If a Bounty Specifications has no existing solution and the submission attempt result satisfies that requirement, the test solution is stored
2. If the results of the attempt are the first to satisfy all conditions of the Bit, the complete solution is stored. The complete and partial (test) solution authors are paid and a pull request is opened against the Bit repository. The Bit is now complete
